No matter if they are in the dirty laundry basket or fresh from the clothes washer/dryer, they are not safe. They must be taken out!
Yesterday, she even found, and destroyed the clean pair that I still had stashed in my carryon bag from my trip to Germany. She took the time to carefully pull my satchel from my lower cubby in my desk. Aha! - not zipped shut... She left the ziplock bag full of pretzels that were present fully intact and uneaten, but frolicked in the heaven of shredding my clean, light blue underwear and leaving it in a decimated pile under my desk.

I see a shopping trip to Kohls in my not-to-distant future! Who knew that underwear were such a delicacy!
